Officer Allen packing anything he could imagine as stuff needed to consume drugs. This is the guy who testified that a pipe with a large bowl is for tobacco and a pipe with a small bowl is for drugs. I get it! A gun with a large chamber is for target shooting. A gun with a small chamber is for killing people.
